Request Your Free Building Permit Quote

Clear scope, clear fees

Getting a building permit quote from JLN is free. Send us your property address, plans and a short description of the work, and our building surveyors will come back with a written quote. A building surveying fee typically covers assessing your plans, issuing the building permit, lodging it with council, the mandatory inspections and the final certificate or occupancy permit, and your quote will set out exactly what’s included.

We quote on residential and commercial projects across Melbourne and regional Victoria, from decks, pergolas and pools to new homes, extensions, fit-outs and warehouses.

What Should I Send for an Accurate Quote?

The more we know, the more accurate your quote. Send what you have. If something isn’t ready yet, tell us and we’ll quote on the information available, then confirm once details are final:

  • Property address and, if you have it, a copy of the title.
  • Plans or drawings, even draft or concept plans.
  • Scope of work, such as a 25 m² rear extension, a pool and barrier, or a cafe fit-out.
  • Estimated cost of works or the contract price. Permit applications now require cost details, which are used to calculate the government levy.
  • Reports if available, such as engineering, a soil report or an energy rating.
  • Owner and builder details, or whether you’ll be an owner-builder.
  • Planning permit details, if one applies.

What Affects the Cost of a Building Permit?

Our fee depends on the work involved. The main factors are:

  • Project type and size, from a single carport to a multi-storey building.
  • Cost of works, which reflects scale and complexity.
  • Number of mandatory inspections listed on the permit.
  • Complexity, such as performance solutions, siting variations needing report and consent, or a change of use.
  • Travel for regional sites.

Your quote will show how many inspections are allowed for. Extra visits, such as a re-inspection after a failed stage, may cost more. For typical ranges and examples, see our guide to building permit costs in Melbourne.

Government Levies and Council Fees

Some costs are set by government and sit outside our fee, whether you pay them directly or they’re passed through. Your quote will show which apply:

  • Building permit levy: applies when the cost of works is more than $10,000 and must be paid before the permit number is issued. It’s currently 0.128% of the cost of works, or about $384 on a $300,000 extension.
  • Building reform levy: since 1 July 2026, an extra 0.37% on Class 2 to 8 projects of $1.5 million or more outside regional Victoria.
  • Council fees: the permit lodgement fee and any report and consent or property information fees are set by regulation.

Frequently Asked Questions

Common questions about building permit quotes, costs and timing.

How much does a building permit cost?

It depends on the project. Our fee reflects the type and size of the work, the number of inspections and any complexity, plus government charges such as the building permit levy where they apply. A deck costs far less to permit than a new home or commercial fit-out.

How long does it take to get a building permit?

It varies. A simple project with complete documents can move quickly, while projects needing a planning permit, report and consent, engineering or amended plans take longer. We can’t issue a permit until the documents comply, any required planning permit is in place and the levy is paid, so send everything early. Read more about how long a building permit takes.

Can I get a quote if my plans aren't finished?

Yes. We can quote from concept plans or a clear description of the work, then confirm once final drawings are ready. Talking to a building surveyor at design stage can also help you avoid siting, fire safety or access issues that would otherwise mean redrawing plans later.

Do you issue building permits for owner-builders?

Yes. If you’re an owner-builder doing domestic building work worth more than $20,000, you’ll need a certificate of consent from the Building and Plumbing Commission. Apply early and tell us you’re an owner-builder when you request a quote. Our owner-builder guide explains the process.

Do I need a planning permit before a building permit?

Only if your project needs one. Many projects don’t, but where a planning permit is required, for example because of an overlay, it must be obtained before the building permit is issued, and the two must be consistent. Our guide to building permits vs planning permits explains the difference.
