A Private Building Surveyor for Darebin Projects

Merri Creek to Darebin Creek

Looking for a building surveyor in Darebin? Darebin City Council’s website says building permits in the municipality are administered and issued by private building surveyors, so you’ll need one. JLN Building Consultants is a private building surveying firm based in Niddrie. We assess plans, issue building permits and inspect work across the City of Darebin.

We work with homeowners, builders, designers and businesses from Alphington and Northcote to Reservoir, Kingsbury and Bundoora. Before you pay for final drawings, we check the local issues that can hold up a permit: heritage precincts, flood-prone land, easements and siting rules on narrow blocks.

Who Issues Building Permits in Darebin?

In Darebin, a private building surveyor issues your building permit, while council keeps related roles. Its Building Services team receives the permit documents we lodge and decides report and consent applications. Council also runs pool and spa registration, property information certificates and asset protection permits, and its engineering team handles consent to build over a drainage easement.

Once you appoint us as your relevant building surveyor, we:

  • assess your plans against the Building Act 1993, Building Regulations 2018 and National Construction Code
  • tell you early if a planning permit or council consent is also needed
  • issue the building permit and lodge it with Darebin City Council
  • inspect the work at each mandatory stage
  • issue the occupancy permit or certificate of final inspection

Is Your Home in a Darebin Heritage Precinct?

Darebin’s Heritage Overlay protects whole precincts as well as individual buildings. Examples include Northcote’s Westgarth, Rucker’s Hill and Croxton precincts, the Plow Street and Rossmoyne Street precincts in Thornbury, the Fairfield Village Heritage Precinct and, further north, the Preston War Service Homes precinct. A permanent overlay over the Thornbury Park Estate precinct took effect on 24 April 2026.

In a precinct, demolishing a significant or contributory building generally needs a planning permit, and extensions and external changes often do too. Check your address before briefing a designer, and read council’s heritage guides on alterations and additions.

Building Near Merri, Darebin or Edgars Creek?

Darebin sits between Merri Creek and Darebin Creek, with Edgars Creek running through Reservoir, and VICSES warns that intense storms can also cause flash flooding across its urban areas. Flood-affected land is generally covered by a Special Building Overlay or Land Subject to Inundation Overlay, and a planning permit may be needed to build or extend a house, deck, verandah, pool or fence.

On land designated flood-prone, council’s report and consent is needed, backed by survey levels to AHD and a Melbourne Water flood level referral or 51(2) certificate. Melbourne Water is also remapping flooding in Darebin, with new overlays to follow.

How We Take a Darebin Project to Permit

Darebin projects often need council approvals alongside the building permit. We map these out at the start, so a heritage permit, siting consent or easement approval is moving well before your builder is ready.

Check the property

We review the title, easements and VicPlan overlays, and can order council’s 51(2) building certificate to confirm flood and termite designations. Council holds no building plans from before 1940, so your designer may need to measure up a pre-1940 home.

Line up council consents

Get any planning permit underway early. We then flag council consents, such as report and consent for siting variations or flood-prone land, consent to demolish, and consent to build over an easement, which council says it answers within two weeks.

Permit issued and lodged

Once the design complies, we issue the building permit, listing the mandatory inspection stages, and lodge it with council. Before work starts you also need council’s asset protection permit, with the fee and bond paid, or you risk a fine.

Inspections and sign-off

Your builder calls us at each mandatory stage on the permit and we inspect in person. At completion we issue the occupancy permit or certificate of final inspection and lodge it with council, and you can claim your asset protection bond refund.

What Do Owners Build Across Darebin?

Darebin’s housing generally gets younger as you head north. Northcote saw a wave of speculative subdivision during Melbourne’s 1880s land boom. Victoria’s first War Service Homes, on the Clifton Estate just south of Bell Station in Preston, were occupied in 1920. In the post-war decades, large estates of houses and flats were built at Reservoir and East Preston. Each era raises different permit questions, but common projects include:

Extending on a Narrow Lot? Check the Siting Rules

Second storeys and rear extensions on narrow blocks often test the siting rules in Part 5 of the Building Regulations 2018, such as setbacks, walls on boundaries, building height, overlooking and overshadowing. If a design doesn’t comply, council’s report and consent is needed before your building permit can proceed.

Council’s application includes a comment form for adjoining owners, so speak to your neighbours early. You can apply online, by post or at council’s Building Services counter in Gower Street, Preston. Our guide to report and consent explains the process, and a design tweak can sometimes remove the need for it.

Townhouses, Units and High Street Fit-outs

If your project adds dwellings or non-residential floor space, Darebin’s Development Contributions Plan levy generally has to be paid before the building permit is issued; extensions and renovations are exempt. In April 2025 the State Government announced new rules for the Preston (High Street) activity centre, providing for lower-rise apartments and townhouses within 10 minutes’ walk of the core.

Stretches of High Street in Thornbury, Preston and Reservoir are covered by the Heritage Overlay, so external changes such as a new shopfront may need a planning permit. For a cafe or bar, we also prepare Maximum Patron Capacity Reports for liquor licence applications.

Frequently Asked Questions

Answers for Darebin homeowners, builders and business owners.

Can Darebin City Council issue my building permit?

Council’s building permit page says permits in Darebin are administered and issued by private building surveyors, so in practice you need to appoint one, such as JLN. Council still receives a copy of the permit and handles report and consent, pool and spa registration, property information certificates and asset protection permits.

Do I need an asset protection permit in Darebin?

Yes, if your project needs a building permit, including for demolition. The fee and bond depend on the scope and budget of the works. Council inspects before work starts and again at completion to process the bond refund, and starting without an asset protection permit can lead to a fine.

How can I tell if my Darebin property is flood-prone?

Check VicPlan for a Special Building Overlay or Land Subject to Inundation Overlay, then order council’s 51(2) building certificate, which states whether the land is subject to flooding. Melbourne Water is also updating Darebin’s flood maps, including for Merri Creek and Darebin Creek, so ask us for the latest position.

Do I need to register my pool or spa with Darebin Council?

Yes. Council says every pool and spa able to hold more than 300 mm of water must be registered and have a compliant safety barrier, including above-ground and inflatable pools. A certificate of barrier compliance is then needed every four years. A new pool or spa also needs a building permit, which we can issue.

Can I get the original plans for my Darebin house?

Owners, or people with the owner’s consent, can request copies of permits, plans and certificates from council. But council doesn’t keep building plans or documents from before 1940, so the original plans for a pre-1940 house won’t be on file. A 51(1) certificate lists permits and certificates of final inspection from the last 10 years.
