Private Building Surveyors for Hobsons Bay Projects

Williamstown to Altona Meadows

Searching for a building surveyor in Hobsons Bay? JLN Building Consultants issues building permits and carries out mandatory inspections across the municipality, from heritage streets in Williamstown, Newport and Spotswood to Altona, Seaholme, Altona Meadows and the industrial areas of Altona North and Brooklyn.

Hobsons Bay City Council isn’t currently accepting building permit applications, so a private building surveyor is the way to get your project approved. We check heritage, flooding and title issues up front and explain what council will need to see. Call 0422 234 951 or request a free quote.

Who Issues Building Permits in Hobsons Bay Right Now?

Council’s building permits page says it is unable to accept building permit applications until further notice, and points owners to the Building and Plumbing Commission’s practitioner search to find a registered building surveyor. In practice, a private surveyor such as JLN becomes your relevant building surveyor.

Council still plays an important role:

  • it receives a copy of every building permit, which we lodge within seven days of issue
  • it decides report and consent applications, such as siting dispensations, building over council drainage easements and building on flood-prone land
  • it registers pools and spas and receives barrier compliance certificates
  • it provides property information on past permits, flood designation and inspection dates

Knowing which of these apply to your address before you start saves time later.

Extending a Heritage Home in Williamstown or Newport?

About 7,800 Hobsons Bay properties are in a Heritage Overlay, most of them in Williamstown, Newport, Altona and Spotswood. Council’s heritage fact sheet says any demolition, additions, and buildings or works such as pergolas, decks and rainwater tanks need a planning permit, which must come before the building permit. Recent heritage reviews of inner Newport and the Spotswood activity centre have added more places.

The penalties can be significant: in 2022 a Newport owner was ordered to pay $87,000 in fines and costs after demolishing more of a heritage building than their permit allowed. We help you plan the approvals before any walls come down.

Renovating Near the Bay in Altona or Seaholme?

Hobsons Bay has more than 20 km of foreshore, from the Stony Creek Backwash near the West Gate Bridge to Skeleton Creek in Altona Meadows, and council notes a history of flooding in the Seaholme and Altona areas. Low-lying land can flood during high tides and storm tides, a risk expected to grow with sea level rise.

Where council has designated land as likely to be flooded, the building permit needs council’s report and consent, and a Land Subject to Inundation Overlay may also trigger a planning permit. Kororoit, Laverton, Cherry and Skeleton creeks all meet the bay here, so homes near them deserve an early check.

Building Surveyor Hobsons Bay: Our Permit Process

Older housing, heritage controls and low-lying land mean many Hobsons Bay projects need more than one approval. This is the order we usually work through with owners, builders and designers.

Site and Overlay Check

We review the title, easements and planning overlays, including heritage and flooding, and request council property information where needed. We’ll also tell you if Melbourne Water’s draft flood maps show your land.

Planning and Consents

Any planning permit comes first. We then identify report and consent needs, such as a siting dispensation, building over a drainage easement, flood-prone land or precautions over the street alignment.

Permit and Lodgement

With approvals in hand, we issue the building permit and lodge it with Hobsons Bay City Council within seven days. If the work affects council land or assets, protection work notices may also be needed.

Inspections and Completion

We inspect at each mandatory stage listed on your permit, typically footings, any nominated reinforced concrete, frame and final, then issue your occupancy permit or certificate of final inspection once work is complete.

What Do Melbourne Water's New Flood Maps Mean for Hobsons Bay?

Melbourne Water released draft stormwater flood maps for Hobsons Bay in July 2026, part of a program covering all 38 council areas in Greater Melbourne. The drafts suggest about 28% of properties in the municipality, around 15,420, could be affected, although 91% of those fall into the lowest hazard categories. Coastal flood mapping for Port Phillip Bay is being prepared separately.

Consultation closed on 9 September 2026 and final maps are expected in early 2027. Until then, the drafts don’t change current planning controls; any new overlays must go through a planning scheme amendment with public exhibition. For your project:

  • current overlays and council’s flood designation still decide which approvals you need today
  • if the drafts show your land, it makes sense to design with future flood levels in mind

You can view the drafts on Melbourne Water’s Hobsons Bay flood mapping page.

Industrial and Commercial Work in Altona North and Brooklyn

Hobsons Bay has large industrial areas, including the Altona North Industrial Precinct, home to construction, logistics, manufacturing and heavy industry, and the logistics businesses of Brooklyn. Typical projects include warehouse extensions, mezzanines, office fit-outs and changes of use. Parts of Altona North have also been redeveloping from industrial to residential zones since 2018, bringing new housing.

We assess commercial work with the building’s existing essential safety measures in mind, liaise with fire engineers on performance solutions, and issue the building and occupancy permits. Our warehouse building permits page explains the process.

Pools, Decks and Backyard Upgrades

Typical backyard projects in Altona Meadows, Seabrook and Williamstown North include decks, pergolas, carports and pools. In a Heritage Overlay, even a deck or pergola can need a planning permit, so check before you build.

A pool or spa that can hold more than 300 mm of water needs a building permit for the pool and its barrier. For a new pool, the first certificate of barrier compliance and the registration application must be lodged with council within 30 days of the certificate of final inspection, and barriers are re-certified every four years. See our pool and spa permits page.

Frequently Asked Questions

Common questions from Hobsons Bay homeowners, builders and businesses.

Is Hobsons Bay City Council issuing building permits?

Not at present. Council says it is unable to accept building permit applications until further notice, so you’ll need a private registered building surveyor. Council still decides report and consent applications, registers pools and spas and provides property information, and every permit we issue is lodged with council.

Do I need a planning permit for a deck in Williamstown?

If the property is in a Heritage Overlay, very likely. Council’s heritage fact sheet lists decks, pergolas and rainwater tanks among the buildings and works that need a planning permit. Outside a heritage area, a deck may need only a building permit, and we can confirm whether your design needs one at all.

How do I check if my Hobsons Bay property is flood prone?

Check VicPlan for an LSIO or SBO, and request council’s regulation 51(2) property information, which states whether the land is in an area liable to flooding. Where council has designated the land, report and consent is needed before the building permit. Melbourne Water’s draft maps can be viewed online but don’t change current controls.

What is report and consent, and how long does it take?

It’s council’s approval for building work that departs from certain regulations, such as siting rules, building over a council drainage easement or building on flood-prone land. For siting dispensations, council seeks comments from affected neighbours where necessary. For houses and outbuildings, the regulations set a 15 business day timeframe for siting decisions, so lodge early.

Which suburbs does Hobsons Bay include?

The City of Hobsons Bay covers about 64 km², taking in Williamstown, Williamstown North, Newport, Spotswood, South Kingsville, Altona, Altona North, Altona Meadows, Seaholme, Seabrook, and parts of Laverton and Brooklyn. We cover the whole municipality, plus the other areas we service across Melbourne.
