Building Permits From Broadmeadows to Sunbury

Hume's northern growth corridor

Hume is several places in one: established suburbs such as Broadmeadows, Gladstone Park and Tullamarine; growing areas like Roxburgh Park, Craigieburn and Greenvale; new estates in Mickleham and Kalkallo; the Sunbury township; and rural land around Bulla. If you need a building surveyor in Hume, the right advice depends on which of those you are in.

JLN Building Consultants assesses plans, issues building permits and inspects work for owners, builders, designers and businesses across the municipality’s 504 square kilometres. We check estate rules, bushfire mapping, airport noise controls and council requirements up front, so the permit reflects your actual site.

Can You Choose Your Own Building Surveyor in Hume?

Yes. Hume City Council says both private building surveyors and council can issue building permits. Whoever you appoint becomes the relevant building surveyor for the whole project, and you can only appoint one. For work under a domestic building contract, the owner, not the builder, makes the appointment.

A private surveyor gives you direct contact and help coordinating the extra estate and council steps that are common in Hume. As your surveyor, we:

  • review title restrictions, estate guidelines and overlays early
  • assess plans against the Building Regulations 2018 and NCC 2025, which Victoria adopted on 1 May 2026
  • issue the building permit, then lodge it with council within 7 days
  • carry out the mandatory inspections in person
  • issue the occupancy permit or certificate of final inspection

New Homes in Craigieburn, Mickleham and Kalkallo

Building a new home in a Hume growth estate involves a few extra checks. In precincts such as Lockerbie in Kalkallo, Merrifield West, Craigieburn R2 and several Greenvale precincts, the Community Infrastructure Levy must be paid before a building permit for a new house can be issued, unless the developer has already paid it.

Estate design guidelines and restrictive covenants on title can also control materials, fencing and setbacks. Bushfire prone area mapping changes as estates are built out; the state reviews it twice a year and updated Hume’s map in February 2026. If your lot is still mapped, the home must be built to at least BAL 12.5.

Sunbury, Bulla and Rural Properties

Acreage around Sunbury, Bulla, Oaklands Junction and Wildwood raises questions a suburban block doesn’t. Hume’s report and consent applications include building a Class 10 building, such as a shed, on vacant land, and septic tank related matters. Parts of Hume are designated bushfire prone, and where the Bushfire Management Overlay applies a planning permit is usually needed as well.

Sunbury and Bulla also hold many of Hume’s heritage places, and since 20 January 2026 Significant Landscape Overlays have applied along waterways including Jacksons Creek, which runs through Sunbury. We check these controls before you buy a shed kit or finalise house plans.

How the Building Permit Process Works in Hume

Hume projects follow the same statewide steps as anywhere else, with some local extras: the Community Infrastructure Levy in certain estates, longer report and consent times and an asset protection permit before work starts.

Check the site

We review your title, any estate guidelines and the VicPlan controls, including bushfire, heritage, airport noise and waterway overlays, and note easements. That tells us which approvals must come before the permit.

Planning and consents

Any planning permit comes first. Siting variations and building over a council easement need council’s report and consent, and Hume wants adjoining owners’ comments with the application, so build that time into your program.

Permit and lodgement

With approvals in place and any levy paid, we issue the building permit and lodge it with Hume City Council within 7 days. Before work begins, the builder or owner-builder also needs an asset protection permit.

Inspect and complete

We inspect at the stages on your permit, typically footings or slab, frame and final. A new home needs an occupancy permit before anyone moves in; an extension finishes with a certificate of final inspection.

Building Near Melbourne Airport and Hume's Employment Areas

Melbourne Airport occupies about 10 percent of Hume, and the Melbourne Airport Environs Overlay applies to land around it. Existing homes don’t have to change, but in high-noise areas (Schedule 1) the overlay limits a lot to one dwelling and prohibits a range of new uses, and new buildings needing a planning permit must meet the aircraft noise standard AS 2021-2015. Check this before you plan a second dwelling, units or a change of use in these areas.

Hume also has major employment land, including a State Significant Industrial Precinct along the Hume Freeway. Our building surveyors issue permits for:

  • warehouses, mezzanines and factory extensions
  • office, showroom and retail fit-outs
  • childcare centres, schools and education buildings
  • changes of use, with the occupancy permits that follow

Report and Consent in Hume: Allow Extra Time

Report and consent is council’s approval to vary a siting rule in the Building Regulations. In Hume it covers matters such as setbacks, height, boundary walls, fence heights, overlooking, overshadowing, site coverage and permeability, plus building over an easement vested in council and building on flood-prone or designated land.

Hume’s website currently says these applications may take 8 to 10 weeks, which can make it the longest step in a small project. A modest design change, such as pulling a garage wall back from the boundary, sometimes avoids the need altogether, so we look for those options before anything is lodged.

Pools, Sheds and Backyard Projects

Whether you are in Roxburgh Park, Greenvale or Craigieburn, backyard projects still need the right approvals. A pool or spa that can hold more than 300 mm of water needs a building permit and a compliant barrier, must be registered with Hume City Council, and needs a certificate of barrier compliance lodged every four years.

Hume notes that garages, carports and verandahs need building permits, and that you can’t build a shed over an easement or within 1 m of an authority asset without written consent. A freestanding shed of up to 10 m² and 3 m high can be exempt if sited correctly; bigger sheds need a permit.

Frequently Asked Questions

Common questions from Hume homeowners, builders and businesses.

Can Hume City Council issue my building permit?

Yes. Hume says both council and private building surveyors can issue permits. If you appoint JLN, we notify council of our appointment within 7 days and lodge the permit and documents within 7 days of issuing it. A project can only have one building surveyor, so choose before you apply.

What is the Community Infrastructure Levy, and when is it paid?

It is a contribution toward community facilities, such as sporting pavilions, in growth areas with a development contributions plan. In Hume it applies in precincts including Lockerbie, Merrifield West, Craigieburn R2 and several in Greenvale, and must be paid before a building permit for a new house is issued. Sometimes the developer has already paid it.

How do I know if my block is in a bushfire prone area?

Check the bushfire prone area layer in VicPlan. The map is reviewed twice a year and Hume’s was updated in February 2026, so check the current map rather than older paperwork. A new home in a bushfire prone area needs a BAL assessment and must be built to at least BAL 12.5; the Bushfire Management Overlay adds planning requirements.

Do I need a permit for a shed on a rural property near Sunbury or Bulla?

A shed over 10 m² needs a building permit. Hume’s report and consent applications include building a Class 10 building on vacant land, so if there is no house yet, council’s consent may be needed first. Rural zones and overlays can also require a planning permit.

Do I need an asset protection permit in Hume?

For most building work, yes. Builders and owner-builders need one before work starts, to protect footpaths, kerbs, crossovers, drains, street trees and nature strips. Minor jobs under $10,000 are exempt, but not demolition or pool installation. Record existing damage when you apply, as late notice won’t be listed on the permit.
